Job Description Summary:

The Chief Human Resources Officer (CHRO) acts as the company’s principal strategic advisor on global human capital and human resource directives and initiatives. The CHRO is responsible for developing and executing human resource strategy in support of the overall business plan and strategy direction of the organization, specifically in the areas of succession planning, talent management change management, organizational and performance management, training and development, and compensation. The CHRO is responsible for leading a flexible and responsive human resource team to ensure that human resource policies, procedures, and practices are fully levered to support the company’s success.

Responsible Areas:

Strategy, Planning and Management

●  Collaborate with CEO/President and Executive leadership in an effort to understand, analyze, and support the HR needs of the company.

●  Will oversee and work with the HR Director and Recruiting Manager at the company’s Washington DC area office. Will provide assistance as necessary.

●  Work with Executive leadership to set global HR strategic direction and translate these strategies into an effective organizational plan.

●  Develop and lead implementation of organizational-wide strategy for recruiting, onboarding, and the development and retention of a high quality and diverse workforce.

●  Will establish and monitor recruitment procedures and goals.

●  Build and maintain an optimal global HR function that addresses roles, capabilities, core functions of each role, management and accountability for performance.

●  Develop and oversee a system of effective performance reviews which rewards high performers and links individual performance to organizational outcome, values, and core competencies.

●  Develop, implement and routinely review comprehensive compensation and benefit plans that are competitive, cost effective, and that attract the desired quality of personnel to CRI.

●  Ensure that the organization’s values are clearly communicated and understood by all levels of the organization, elaborating on employee conduct that is necessary for realizing and engaging a high-performance culture within the organization.

●  The CHRO is accountable for all activities of the HR department. Providing direction and leadership to a team of HR professionals to facilitate administration, talent acquisition, training and development.

●  Champion and promote an engaged and positive organizational culture.

●  Function as advisor to the Executive/Senior Management of each business unit regarding key organizational and management issues.

●  Keep informed and up-to-date on the latest industry trends and best practices to ensure optimal performance of the HR department and compliance with all applicable laws and regulations.

●  Provide oversight and training related to disciplinary actions and employee counseling with job related problems.

●  Manage Department of Labor (DOL), Service Contract Act (SCA) compliance activities.

●  Provide monthly, quarterly, and annual reporting to Executive Management of key performance indicators in assessing the success of the HR function and initiatives.

Minimum Qualifications:

●  A BS/BA degree from an accredited college/university.

●  10 years of experience in a senior human resources position, preferably with a federal government contracting company.

●  Experience as head of and responsible for an HR department with a company of at least 1000+ employees.

●  Experience managing a team of HR professionals; experience managing remote employees highly desired.

●  Active HR certification (minimum of a PHR and/or SHRM-CP)

●  Familiarity with Service Contract Act (SCA) benefits and compliance.

●  High level of written and oral communication skills.

●  Strong` negotiation and conflict resolution skills.

●  Organized and detail-oriented.

●  Experience managing employee assessment plans and developing company training programs.

●  Experience recruiting, sourcing, and onboarding diverse personnel, nationwide.

●  Superior computer skills. Highly proficient in the use of MS Word, MS Excel, and PowerPoint.

●  Experience in formulating sound and compliant policies, developing, and implementing HR strategies and procedures.

●  Strong analytical skills.

●  Ability to work with minimal supervision.

●  Excellent decision-making, problem solving skills.

●  High level of integrity and dependability with a strong sense of urgency and results-orientation.

Desired Qualifications:

●  MBA or MA/MS in human resources or related field.

●  SHRM-SCP certification.

●  Hands-on experience with Service Contract Act (SCA) benefits and compliance; serving as a trusted advisor on SCA benefits is highly desired.

Other Information

●  Travel as appropriate to implement strategic HR initiatives, approximately 15-25 %.

●  This position is responsible for overseeing the Human Resources and Recruiting department.
