Substance Abuse Program Manager 

 Department of Health

 



The Vermont Department of Health, Division of Alcohol and Drug Abuse Programs is seeking an experienced individual to manage and oversee a statewide regional prevention consultant system, as well as, manage community and statewide grants, and initiatives. Must have a working knowledge of substance abuse prevention theory, practice, and experience with the Strategic Prevention Framework, and the Vermont Prevention Model.

Duties include planning, coordination, administrative and policy development work at a professional level involving implementation and evaluation of programs to enhance state wide substance abuse programming. Duties are performed with considerable latitude for independent judgment and professional expertise, and with Department of Health and Division of Alcohol and Drug Abuse Programs staff to ensure excellence in promotion and integration of substance abuse services across the department and with partners in AHS, other agencies, and the medical community.  Coordinates program initiatives consistent with departmental priorities and manages and directs activities. Supervises a wide range of activities over multiple contractors.  Work is performed under the general direction of the Director of Prevention Services, the ADAP Division Director, and the VDH Deputy Commissioner of Alcohol and Drug Abuse Programs. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strength-based relationships and results orientation.




Job Requirements



Minimum Qualifications

Master's degree in public health or a human services field AND two (2) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING one (1) year or more in program administration.

OR

Bachelor's degree in public health or a human services field AND four (4) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING two (2) years or more in program administration.

OR

Associate's degree in public health or a human services field AND six (6) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING three (3) years or more in program administration.

OR

High school diploma or equivalent AND eight (8) years or more of experience at a professional level in public health, health care administration, or a closely related field, INCLUDING four (4) years or more in program administration.

SPECIAL REQUIREMENTS:

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.


Preferred Qualifications 1.  Supervisory and matrix management experience;


2.  Advanced working knowledge of the field of substance abuse prevention, theory and practice;

3.  Working knowledge of the Strategic Prevention Framework;

4.  Excellent written and oral communication skills;

5.  Grants and contracts management.
