Emergency Preparedness Chief Department of Health

 


Vermont Department of Health seeks a manager for the State’s public health emergency planning and response effort. The position will maintain emergency response capabilities; coordinate local and federal agencies; serve as a command position in the emergency operations center; oversee the strategic national stockpile; the cities readiness initiative; the health alert network and training and exercise programs. Preference will be given to incident command and emergency operations experience.

General Job Description

Manage State's public health emergency preparedness planning and response efforts. Supervise staff responsible for the development of plans and coordinate activities associated with this area of public health. Implement exercises utilizing department, local, state and private sector resources. Provide overall coordination of programmatic activities. Serve as primary contact with state government entities relative to preparedness and planning efforts. Monitor program budget and provide grant administration as needed. Act as public health liaison for preparedness initiatives between local, state and private entities. General financial oversight of program specific functioning; media contact on technical issues; legislative representation in the area of oversight; representative to outside professional groups and organizations on the national, federal, state and local levels. Work is performed under the general direction of the Director of Health Protection.  All employees of the Agency of Human Services perform their respective functions adhering to four key practices:  customer service, holistic service, strengths-based relationships and results orientation.

Job Requirements


Minimum Qualifications

Master's degree or higher in a health, public administration or human services field AND four (4) years or more of professional level experience in program and policy planning, development, administration or evaluation INCLUDING two (2) or more years of emergency planning and preparedness experience AND one (1) year or more of supervisory experience.

OR

Bachelor's degree or higher in a health, public administration or human services field AND six (6) years or more of professional level experience in program and policy planning, development, administration or evaluation INCLUDING two (2) or more years of emergency planning and preparedness experience AND one (1) year or more of supervisory experience.

Preferred:

Incident Command and Emergency Operations Center experience

Public Health and Healthcare Preparedness experience
