Job Description

Plan, develop, implement and administer a variety of broad or unique programmatic or administrative functions in direct support of administrative and/or business activities. Provide immediate level guidance, work direction, oversight, and leadership to a functional work group(s), section or unit in an administrative or business support capacity. Act in a predominantly lead capacity and may direct the work of both exempt and nonexempt employees in a nonsupervisory capacity.

Issue Analyst (IA) – is responsible for the overall administrative management of the Site Tracking, Analysis, and Reporting (STAR) systems for the organization, facility, and/or project:

  • Reviewing/facilitating initial entry of issues into STAR in a manner that provides for data adequacy and consistency to include appropriate significance category, descriptions and responsible manager assignments.
  • Proper assignment of Issue Type and Sub-Issue Type.
  • Responsible Manager/Designee if applicable (manager responsible for resolution of the issue).
  • Program Document Number (originating document).
  • Nonconformance Report (NCR) (yes or no selection).
  • Reviewing Significance Category 4 issues to ensure that the issue meets the definition of an error that does not require further corrective action.
  • Ensures the DOE Corrective Action Plan (CAP) report is distributed to the Review Board members weekly when applicable.
  • Assessment Coordinator (AC) – is responsible for the coordination of the organization’s annual assessment plan and schedules with the Functional Area Program Manager’s (FAPMs) / Functional Area Manager’s. The AC is also responsible for the following:
  • Reviewing each self-assessment for report completion.
  • Ensuring findings are input into STAR.
  • Electronically close self-assessment reports.
  • Review Board Secretary (RB) – is responsible for assembling the Review Board Package and performing the duties of the RB Secretary. The RB is called upon to assist the PMCS organization in effectively conducting the PMCS Review Board and documenting the Review Board minutes. Per procedure 22Q, CAP-1 the RB Secretary is responsible:
  • Ensuring the RB yearly schedule is loaded into Lotus Notes calendar.
  • The RB roster is distributed in the RB meeting to document attendance.
  • Develop and distribute the RB packages to the RB members within 5 days prior to the RB meetings. (Note a specific format and information is used when preparing the RB package to contain specific items such as STAR performance indicators, STAR CTS reports, past meeting minutes, etc.)
  • Takes notes during the RB meeting and generates a list of Action Items for review at the end of each RB meeting.
  • Reviews previous meeting minutes for CTS items that need to be reviewed or reopened and include if appropriate. Also maintains an up-to-date spreadsheet of RB Action Items for inclusion in the RB meeting minutes.
  • May be asked to facilitate meeting.
  • Asset Management Specialist (AMS) – The AMS assists in administering and coordinating property related matters between the organizations they support and Project Managers. Additionally responsible for:
  • Managing assigned property accounts in the Asset Management Information System (AMIS).
  • Assisting, informing, and advising the organizations they support with property management related issues.
  • Evaluating property for existing manufacturer’s warranty before repairing/replacing.
  • Provide assistance to management and facility personnel during the annual site inventory and the subsequent validation process.
  • Provide assistance to facility personnel in proper disposition of surplus/nonfunctioning items such as tools, equipment, etc.
  • Assist with additional asset management (Computer / Cell phones / IPADS, etc.)
  • Lessons Learned Coordinator (LLC) – The LLC in accordance with Manual 1B, 4.14 is responsible for:

  • Serving as designated “point of contact" for the PMCS organization.
  • Ensuring implementation of the Operating Experience Program (OEPs) to applicable groups within in the organization.
  • Maintain a file of disseminated material.
  • Track organizational responses/corrective actions to OEP documents in STAR.



    High School diploma, or equivalent



    U. S. citizen

    At least five years practical experience in a business or administrative area.

    Demonstrated experience with Microsoft Office suite of products, including Excel, Microsoft Word, PowerPoint, Visio, etc.

    Excellent Oral and written communication skills.

    Issue Analyst, Causal Analyst and development of department self-assessment plans

    Must be able to work a 40 hour work week as scheduled. 10 hrs/day; four days per week / Mon-Thurs: 6:30 a.m. – 5:00 p.m. Work week excludes SRNS holidays. Each work day has a 30-minute, unpaid lunch.

    Candidate must be capable of obtaining an “L" clearance, if requested.

    Review Board Experience a plus

    Must be a US citizen.
