Job Description

Apex Systems, LLC is immediately seeking several Senior Project Control Analyst in support of a growing Government Integrator in Columbia, MD. The qualified individual will work in a team environment, and should have experience with planning, tracking, analysis, and reporting on multiple projects of varying contract type, size, complexity, and level of risk. This individual will also have a detailed understanding and wide application of principles, concepts, practices and standards in Project/Program Control.

Location: Columbia, MD

Duration: Contract with Perm Potential after 6 months

Compensation: Competitive based on years of relevant experience & education

Clearance: Able to Obtain a Public Trust

Responsibilities:

  • Reports detailed information, analyzes financial data in support of project cost/schedule status and presents briefings to managers and customers as required.
  • Establishes Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), detailed Budgets, and Earned Value methodologies as contractually required.
  • Develop and maintain estimate at completions, meet deadlines for submissions and provide ongoing status.
  • Analyze and reconcile cash flow, profitability, invoicing, unbillables, costs on hold, subcontracts invoice and prepare commitment/accrual to validate current project status.
  • Ensure revenue is recorded according to the EAC and provide accurate data for inclusion in quarterly forecast plans.
  • Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all corporate policies and procedures as they relate to contract performance and financials.
  • Works on complex challenges; may lead and provide guidance to various levels of staff.
  • Participates in new business proposals, project projections, analysis of requirements, and input to cost and management volumes.
  • Basic Qualifications:

  • Bachelor’s degree in Project Management, Business Administration, Finance, Accounting, or a related discipline, and 8+ years’ of Project Control, or PMO Analyst experience
  • Must have a background supporting Federal contracts/projects/programs
  • Must possess a strong background working with multiple contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, and hybrid contracts
  • FFP & Cost+ being the most important
  • Able to speak to and show a strong a background in financial analysis of project/program budgetary spend & planning (ie. Overrun & underrun trend analysis)
  • Experience with Unanet and/or Cost Point
  • In depth hands on experience with each of the following: MS Project, Word, Excel, and PowerPoint
  • Must be analytical, possess excellent communication, presentation skills and have the ability to work independently and as a member of a team.
  • Preferred Qualifications:

  • Any past experience supporting federal contracts in the Health & Human Services arena
  • Experience working with federal or commercial healthcare projects/programs
