Job Description

Holly Energy Partners located in Casper, WY is seeking a Pipeline Measurement Technician.  The Pipeline Measurement Technician conducts intermediate-level measurement assignments and duties for assigned Department under limited supervision to ensure the measured and scheduled movement of lease crude oil occurs in a cost effective manner in compliance with State and Federal regulations.

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Ensures all assigned operations conform to both State and Federal regulations (i.e., DOT, OSHA, and BLM)
  • Measures and grades crude oil receipts and deliveries by truck to LACT and refinery
  • Balances volumes between load and delivery point in compliance with policies and procedures governing operations and measurement
  • Ensures all measurement devices are operating
  • Performs quality control checks to ensure integrity and accurate measurement at point of purchase
  • Liaises with pipeline to ensure the best movement of crude
  • Designs and sets up new delivery locations
  • Coordinates with all drivers and management to ensure all interactions with the assigned division flow smoothly
  • Tracks, troubleshoots, and maintains all truck LACTs
  • Creates daily reports as required to ensure operations are being performed cost effectively and efficiently
  • May observe daily employee functions and assist with training needs as needed
  • Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion


    A minimum of three years of on-the-job experience is required.      


    A minimum of a high school diploma or equivalent is required.


    Technical or Associate’s degree is preferred.


    Ability to perform intermediate mathematical calculations (i.e. algebra) and proficiency with spreadsheet and word-processing software applications. Good mechanical ability and understanding of operational principles of assigned area’s testing instruments. Intermediate reading and writing skills, organizational skills, and the ability to effectively communicate with others, both written and verbal communication. Ability to complete all required classroom and CBT training. Ability to achieve high proficiency scores.   


    Certifications in API standards and BLM working and measurement of crude oil preferred. Emergency Response training is preferred. DOT safety rules and regulations both State and Federal level are preferred.    


    Field based with up to 100% of travel by land and air required. Petroleum refinery, out-of-doors environment, driver based environment, warehouse/plant environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, exposure to the risk of electrical shock, and all temperatures including outdoor weather. Subject to all temperatures, weather, and varying road conditions.


    Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand or finger movements, reaching or grasping, lifting and/or carrying up to 20 lbs, pushing and/or pulling up to 5 lbs, climbing up to 50 ft, strenuous physical activity, perceiving color differences, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver’s license and proof of insurance, ability to wear personal protective equipment (beards not permitted), and respirator fit test. Job conditions may require
