Administers various human resource plans and procedures for all NE personnel; assists in the development and implementation of personnel policies and procedures; may participate in the preparation and maintenance of the employee handbook, policies and procedures, manual.2. Prepare and extend offers aligned with the compensation program; ensures non-discriminatory, fair and equitable hiring and promotions. 3. Responsible for all recruitment, pre-hire background checks, and onboarding. Ensures New Hire Orientation is being conducted at the program level, and that I9 and New Hire Paperwork is completed, returned, and filed, in a timely manner. Role may either train or assist with New Hire Orientation as needed. 4. Provides general employee relations advice and counsel to employees and managers as needed; along with HR Director, assist in conducting compliant and thorough investigations.5. Support Employee Recognition and Engagement initiatives.6. Interface with Payroll Manager as needed.7. Produce all necessary department reports, dashboards, and analytics as needed and maintains HR KPI's and analytics reports.8. Administer FMLA, LOA, and Worker's Compensation Claims; and assist payroll with Unemployment Claims and attend hearings if needed.9. Knowledge and experience administering benefits, reconciling monthly benefits participation invoices and interceding on behalf of employees with benefit questions.10. Administer the "Employee of the Quarter" program.11. Assists with performance evaluation program and revises as necessary.12. Develops and maintains affirmative action; EEO-1 / VETS 100 and OFCCP data and reports annually; Maintains other records, reports, and logs to conform to EEO regulations.13. Confidentially, manages employee files and data; ensure files are compliant with State and Federal Laws as well as meets the standards set forth to maintain CARF licensure and all other state licenses.14. Conduct "stay" and exit interviews.15. Participates in administrative staff meetings and attends other meetings and seminars as needed.16. Maintains company organization charts.17. Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.18. Maintains human resource information system records and compiles reports from the database.19. Maintains compliance with federal, state, and local employment and benefits laws and regulations. 20. Through reading, research and attending professional seminars, maintains and applies current FMLA, AAP, OFCCP, EEO, and all other compliance related relevant knowledge.21. Be able to interface with all levels of the organization and provide excellent coverage in the absence of the Director.
